No, over time, the US coal industry will just be shut down. China will continue to use as much of their coal as they want.

Other industries will in time be shut down in the US as well. Right across the board. Pick an industry that uses a lot of power - steel, aluminum, petrochemicals, you name it ... over time those industries will decline in the US and rise elsewhere - places like China, India, Brazil, etc.
