Cost and outcome are two different factors. While related, they need to be considered separately. We need to look at both outcomes and cost. Outcomes come first. There are two separate aspects of cost. One is unnecessary cost, of which we have much and which can and should be cleaned up regardless. The other is how much we're willing to accept a poorer outcome to save money. Until you clean up the unnecessary cost, you can't assess the cost/benefit.

You brought up cost. I was talking strictly outcome.
