Instead of getting "free money", they do government or community service work. They are allowed absolute freedom to pursue other work opportunities as necessary.

I wouldn't argue with that... in fact FDR would probably approve.

Actually most unemployment comes out of taxes from the employee and employer, how much from each varies from state to state. Additional unemployment funds should extend the payments not increase them.
