It wasn't cap and trade, it was the new smoke stack scrubbers and low sulfer coal that got rid of acid rain. Coal fired plant emmissions are now cleaner than those from automobiles. Since there are no products which will scrub carbon from the stacks their is very little reduction which can be made from carbon cap and trade. They can switch from coal to gas and reduce carbon, but that is not near the same as switching from high sulfer coal to low and getting rid of the remaining sulfer emmissions with scrubbers and excess air.

It has worked with other things, too. You have to be really hard core to call it socialism.
