Cap and trade would put economic value on other solutions. And economic value is required to make investments in solutions.

There are no viable 0 carbon solutions. Other than nuclear power which is not allowed. Same with wind power, probably not enough real estate for that and solar. So natural gas, and to a lesser extent oil, is the only alternative.

Taxing all non-hybrids would put "economic value" into hybrids.

Taxing Intel processors would put "economic value" into AMD processors.

Cap-and-trade is essentially a tax.
