Well in a sense they did, their where taxes (not income taxes but tariffs, and sometimes head or poll taxes, and other forms of taxation).

But the "dues" where low.

Also they didn't expect you to file complex reports about your financial status in order to "pay the dues", and they didn't chase you down in other countries, if you decided to leave because "the dues" where too high.
