GS and MS decided in September to file to become banks, so they could borrow from the Fed and qualify for TARP funds.

If "G-S" is reinstated, each will split in two, with IB and regular banking. It reminds me of Greeks and Trojan Horses.

After this crisis ends and their survival is no longer in doubt, they won't need the bank charters. And with "G-S" back in force, Investment Banking will be less competitive and more profitable.

It's just curious that they aren't "using" Volcker.

I've read elsewhere that the rumor is that he is frustrated.
