We can pay teachers on both performance and seniority. The floor can be supported by cutting out the wasteful administration as well as making it easy to fire underperforming teachers.

It might also help to actually enforce standards of behavior in the classroom. Too many kids are allowed to be disruptive in class. They won't be kicked out because the school board wants to keep the dropout rate from going higher than it already is. At least that's true for LA County, which is kind of representative of all the problems with every school district in America combined.
