Great article. Thanks for posting, I missed the Times today. I will go look for the Akerlof/Romer article. The ultimate moral hazard. And so-called conservatives keep talking about the chump change of earmarks and mostly mythical welfare queens (OK, they haven't talked about the latter much since the '96 welfare bill--but they are already starting in on it again with Obama's budget).

Well, I found the Akerlof/Romer article, it is way too long to post (74 pages), and you need a subscription to JStor to get it. But it does look interesting.
