Yeah, and there IS the fact that states can hardly afford to pay teachers what they're already being paid.

They sure do NOT want the competition. Not sure how you believe it wouldn't change things. New teachers are brought into the system all the time. Half of teachers don't last five years. So raising salaries isn't an immediate fix, but over the long term, should be. -Z
