Yeah, but could he manage if terrorists explode a nuclear weapon during a hurricane? Or any of the other nit wit scenarios FEMA and Homeland Security were gaming before Katrina hit?

Sounds like he actually has some experience in the field, unlike the bulk of the Bush appointees.
