I decided I'm sending envelopes with NO Tea Bag, but written on the outside of the envelopes will say "Pretend this holds a Tea Bag - Remember Boston Harbor - It can happen again".....

Maybe it will get through... Don't want to have them think it is white powder of some sort....It's the only way we can get through to them tho'....LARGE Numbers of envelopes should help!
