I had the same thought. Given the occasional instances of people mailing "white powder" to public officials, there would probably be a fair amount of suspicion of an envelope that has a bulge in it from a tea bag or loose tea leaves.

That's a better idea....Just a piece of paper in the envelope that says, "We are watching DC and remembering the Boston Tea Party"... would do it!
