Looks like that news might (or might not <g>) have been garbled some.

When I went looking for it I found a statement saying that CitiBank had "raised $8 billion for the Persian Gulf city-state over the course of the past year"

Sounds like it might not have been CitiBank's money (or the taxpayer's) at all... and that they were just performing their usual duties as an Investment Bank by syndicating a loan.

Sounds like Dennis Kucinich is the one who started saying that Citi had 'loaned' Dubai $8 Billion. (No word on whether it was syndicated or not... but a direct 'loan', even if syndicated, would appear to be possibly significantly different....):
