Are you sure that the R&D cost is included in health care cost as it's discussed in this context.

Well, I was referencing the entire scope of health care in the United States. For example, a common complaint amongst the Left is that the government ought to be able to negotiate with drug companies directly to get lower prices for Part D. But my point is that if you reduce drug company profits anywhere along the line, there will be an impact.

Another example is Obama's executive order allowing re-importation. While the first blush conclusion is that it will reduce drug costs for some in the United States -- and it may -- but the end result is that it is marginally less beneficial for drug companies to make the investment in developing those drugs.

I just think there is no free ride.
