Eliminating Prop. 13 will only go after those who are living in homes whose value is still above their purchase price adjusted for inflation. Most of them can't afford to pay the property taxes if it were based on the actual value of the home.

Hence a lot of them will move out, causing real estate prices to fall and a lot of the RE taxes to disappear as well.

I tried to explain that to Ted, but he's not a very good listener ...
