A few random thoughts:

*Why don't public/private insurance companies pay for (active) health club memberships? It's almost certain that people who regularly use a health club will require far less in costly medical treatments, and health club memberships are cheap (especially if bought wholesale). You would think it would be a net profit generator for the insurance companies.

*One method might be for the insurance companies to charge everyone, if they exercise or not, the same premium. But then give rebates for exercising... essentially 'pay people' to exercise. Psychologically that might work for a lot of people.
