So, for example, when a laptop computer is discovered that would clearly have made the FBI aware that the 9/11 terrorists were in the country, instead of being told, "Oh, it is a criminal matter and we can't get a warrant" they would perhaps have done what the Bush administration would have done, which is to find out what was contained on that laptop and pursue it. You don't run a war like a criminal investigation. If you do you WILL be defeated. Everytime.
