It's more of a goal than a plan. Get people off their asses and healthier and happier. You do that, presto!, problem solved, with many, many side benefits. With a little thought you could probably come up with 50 different 'plans' to get there... most easy to shoot full of holes; maybe one that would work and would not be too expensive. But the real point is you shouldn't give up on the goal because you can shoot holes in one or two different plans to get there. Instead you should use your imagination to think of new ways to get to the goal.
