It's not perfect leverage, but it is leverage. What other leverage do we have? Diplomacy is all about creating leverage and using it to get what you want. Sometimes friendship is the leverage. Other times it's mutual dependency, such as our relationship with China. Either way, it is a huge opportunity. One thing I would not do is treat China as an enemy. We now have an opportunity to pull them closer to our way of living. This is an inflection point.
