Ted, Obama made comments about how the current trade policies made it impossible for American beef to be exported to markets like Japan and Korea. Later, Obama demanded that Japan and Korea open up their markets to American beef:

Of course, this was around the time South Koreans were protesting by the tens of thousands, opposing the conservative President's overtures to do just that. There is a big mad cow scare going on in South Korea, almost 100% irrational, and South Koreans don't believe American beef has enough testing for the disease.

Like I said, this is one of those things that if Bush said it, the mainstream media would be all over it. To be sure, Obama was just a candidate for president back then, but we'll see if he follows through on his word.
