If they were promised at the beginning of 2008, I doubt they were commissions.

If they were promised a percentage of what they sold, or a percentage of what their units profit margin was, or a percentage of something else that can be readily established, then it may be a binding contract that government has ZERO right to interfere with.

If these government goons wanted to restrict how the money was spent they damned well should have stipulated that up front.

To change the terms after the fact is something only fascists would do. Which makes sense since we're now under the rule of a fascism regime.
