Yes, but income tax revenues would have been much higher without the Bush Tax cuts. You have to look at the impact of the Bush tax cuts. Ranked in order of root causes of our deficit, the following are the biggest ones, in order of size:
1) Bush tax cuts
2) prescription drug plan and Medicare/Medicaid spending
3) increase in military spending

All 3 are root causes that were precipitated by Bush. Now the Dems are following in Bush's footsteps and increasing spending even further. But at least they have the excuse of needing to spend big to break the downward spiral of the economy. Problem is that they won't be able to reverse the spending afterwards. Spending cuts have always been promised but never delivered.
