The seeds for Obama's civilian police force were planted years ago. Many federal agencies have their own police forces, including all the land-management agencies (Park Service, etc.) if I'm not mistaken.

All these police organizations duplicated functions that were already performed by state or local law enforcement agencies, and the service they provided could have been extended to federal lands in their jurisdiction under contract to the local agencies. In fact, I know of at least one case where that was the case for a while.

One such police force claimed one year to have interdicted more marijuana than the FBI and the DEA combined, just from the lands it operated on.

It wouldn't take much of a genius to aggregate all these forces under one command, and presto: A huge federal civilian police force.
