<This part is going to get completely lost in the public outrage>

The bad optics at AIG are way too juicy for the pols to get confused by the facts.

Bonus plans really touch all kinds of nerves. I had one guy come to me when I was a consultant to a company...not an employee, and request that his lawyer join us to go over the incentive comp plan. I told him that that was the company's call not mine. I did use a pitch with clients when they wanted to design an incentive plan...."any bonus plan longer than a page usually means someone is getting screwed or doesn't understand how incentives link to the business results you are looking for".

Had one CEO of a small computer services company adopt an expression I used at a meeting just for fun to illustrate keeping plans simple...."Fix machine...customer happy...get banana!" That became the logo for the plan. He was a funny guy and the incentive plan worked well. He eventually shifted the entire plan to customer satisfaction and away from profits. Profits went up.
