I think Dodd is dead politically. He loses in poll against some republican ex-congressperson. In this state that's a big sign of trouble.

You could term limit them, but you should give them a chance to get back in. Maybe term limit, spend a year in a SuperMax prison, then you're eligible to run for the same office again.

It would also allow punishment for crimes committed while in office.
