We were attacked a half dozen times under Clinton. Once under Bush, but it was a doozy. This is true, but the Bush attack would never have happened had Clinton treated it as a war rather than as a criminal matter. This is why it is so disgusting to see Obama move toward treating it as a criminal situation once again. It is a huge mistake that is likely to cost thousands of American lives at a future date. I don't know how anyone, including Obama, could do this unless they were intentionally trying to set us up for such an attack.
