Dodd confessed. He (er his staffers did it with his knowledge) at the request of the Obama Treasury Dept - which means at Geithner's request. What did Obama know and when did he know it? This reminds me of when Bush was running for re-election and Democrats were claiming he would re-institute the draft. But it was a Democratic congressman who had introduced the bill to re-institute the draft which was handily defeated by a Republican Congress around the time of that election.
