The last time Tampa Bay Water leaned so heavily on the wells was in 2002. That year, the utility started using rivers as a water source, siphoning flow from the Hillsborough and Alafia and bypass canal and relieving pumping pressure.

We have got to start limiting growth in areas of the country where local resources can't support a growing population. CA seems to be always in some stage of drought. The CO River is this massive river at its headwaters...by the time it gets to the Gulf of CA, its a trickle. Every state along the way takes out water. Its insane. One river can't support 3 or 4 states.......but that doesn't stop Phoenix from growing like mad. Its an insane way to approach urban development. In the meantime, we have other cities with plenty of water but people are leaving them in droves. It does not make sense and is a compete waste of resources.
