Keep in mind we already have socialized medicine for anybody who cannot pay. All emergency rooms must supply full aid for anybody who walks in, even if they can not pay. This raises the cost for all others and one of the reasons the stay at the hospital is so expensive. In know for a fact that much of the narcotic pain killers are passed out at hospital emergency rooms because they will be sued if they refuse it to anybody who say's they have pain. So a system for those people only may be better than this, but not if they keep to the same standard. It would only add more overhead.
