It doesn't always, especially in economies that produce other goods and services that form the larger part of the economic pie. But in countries where oil is the prime source of revenue, I'd say the majority of those are some form of Dictatorship or sham Democracy where they are de facto Dictatorships like in Iran, Venezuela, and Russia.
