The question still remains.....did congress authorize the use of federal troops in Samson, Ala? It seems to me they didn't have the time to do so, and the decision was made locally. I haven't read the Patriot Act. Neeka, trace back the links. The point is if we have to wait for congress to act in emergencies...the need will be over before help arrives. Someone already posted that exceptions to the Posse Comitatis act have already been approved by Congress for emergency situations where Military police can be of short term assistance to local police forces.
