Courts will determine this in the end. Folks received their money based on current law. Lets say they spent it after setting aside tax amount (35%). Now govt says its 90%! You may be technically correct but its still not ethical to change the rules this way. I am not defending what AIG did but there were contracts in place that Obama admin felt were inviolate, thus the change in the bill thats now blamed on dodd and geithner. D & G may have been right then and you might be wrong now.
