Based on seeing the chinese word Sky on the bus in the background and asian woman on bicycle, I will go out and say China. Next, since you asked city, I would put it at Shanghai, since that's the finance capital of China rather than the legislative capital of Beijing.

Second guess would be Guangzhou.

I believe I've seen that personally in Ningbo. There are some small green areas that are lit up at night and have music playing around them.
