I think what they are saying is the spending items that President doesn't like, have to be voted on by the whole Congress in an up/down vote instead of riding on the coatails of the rest of the basic spending bill. I think what will happen is that those members who want their spending items to get passed in the new recission bill, would have to really wheel and deal to get them passed. I also assume the President can't then pick out items in a passed recission bill a 2nd time.
