No, it will be the private sector performing the work. To the extent the feds are hiring contractors, it is the private sector doing the work, but its some private sector workers doing the work, at the expense of other private sector workers, who would have done private sector work had the government not initially removed the money from the private sector. Somehow you imagine that there is some free lunch here, but moving money through the government and back to the private sector doesn't create additional real wealth.
