The disastrous results happened before he tried to balance the budget.

And even after that attempt at moving towards a balanced budget

1 -The budget wasn't balanced.

2 - Spending in nominal dollar terms was significantly higher than before Hoover came in to power.

3 - Spending as a percentage of GDP increased EVERY year under Hoover.

The worst part about the move to balance the budget was the tax increases, which went past the inflection point on the laffer curve, resulting in less tax revenue even as they also depressed private sector economic activity.
