We should have just Nationalized all these banks from the getgo.

Apparently we own 80% of AIG but we still have no real control over what goes on there. At least that's what the public hears.

(He is impatient with the way they are tippy-toeing around the problem of Zombie Banks walking among us.)

Most every economist thinks that the shortest (most utilitarian) way to solving the problem is to just bite the bullet... take 'em over and force reorganization on 'em... speeding the write-down of all those bad assets, and then --- out the otherside --- reprivatize them as strong vital institutions again (though, obviously, with different cast of owners....)

I understand Krugman's frustration with the current "Wall Street friendly" or "Capital friendly" softer tack that the Obama administration is taking.

Most likely the administration is looking at a political calculus (affecting the odds for the other policy priorities they desire to see through) that Krugman is not... and that most likely explains the different tack.
