As for the teleprompter, it gets in the way of the camera making it difficult to get a good angle shot, and since Obama is looking at it continually, he's not making occasional eye contact with his audience (whether in person or via camera) as he would if he used cards. But Obama's excessive use of teleprompters, for every public speaking event from county fairs on up, plus his occasional stumbles when he doesn't have one, is easily leading to a meme that he can't orate without it. It's the image, man. See Gerald Ford stumbling down the plane steps=klutz (though he was a very able athlete) or G.H.W. Bush allegedly "amazed" at seeing a grocery scanner (untrue, see snopes.com
