While this does seem pretty well ironclad, I'm not sure the Court was envisioning a situation like this one.

I cannot think of a more "arbitrary" or "illegitimate" act of Congress than this.

At any rate, retroactive tax legislation is a fairly rare event; generally, it occurs under a Democratically controlled Congress.

Legislation to fix problems, as in the case you cited, happens with some frequency. I didn't remember that particular case at the time.
