After all, we expect "smart" from our government... This part of "we" doesn't expect "smart" from any part of our government. Congress is chock full of clowns, and they are for the most part the only ones we get to elect. As long as the makeup of the two parties remains what it is today, Congress will remain a two ring circus, with both rings dominated by clowns.
