the union also support unqualified teachers. in private school they are thrown out.

Locally the teachers have demanded discipline but it has fallen on deaf ears. It is strange to me. They have a lot of political clout and they do a good job for their members to get benefits, but they can't make progress on this front. I guess they are being bought off with benefits. But still if I were a teacher, I would be happy to take a little less and have a safe workplace. I guess that is the trade off that teachers who chose to work in the private system make.

Nonetheless the fact is that unless the discipline and attendance problems are solved there is no way to fix this mess.
