I see {the model} like California Workers Compensation (State Compensation Insurance) A quasi-govt agency involved in price fixing. They will end up paying 50 cents on the dollar and govt bureaucracy will seize the day. It's going to be ugly while the attorneys have a feeding frenzy for a couple years.
