this has been the modus operandi for legislators and gov't officials for YEARS when their own ineptitude and refusal to enforce existing laws allows cheats and scammers to operate with impunity until the market finally outs them (short sellers like jim chanos)....he was on cnbc early this morning and asked, how is it after enron and sarbanes-oxly we have come to the kind of balance sheet opacity that allowed the AIG's and C's of the world to run amok to the point of verging on insanity and bringing down the entire financial system
