A deficiency so obvious when bush came to office that he directed all his attention to NMD...star wars...i guess he was expecting AQ to attack with ICBMs.

Unfortunately, there were no opportunities that presented for the new Bush administration to have stopped 9/11.

I can tell you with 100% confidence that, had the Sudanese (or anyone else) offered up bin Laden the way they did with Clinton, he would have been taken. Had the opportunity to strike bin Laden whilst on a hunting trip with a Saudi prince come up the Bush administration wouldn't have chickened out the way Clinton did. Had the CIA said, "We've got him", Bush would have said, "Take him". We know that much.
