A bill of attainder can be against a defined class or group, not just named individuals. The main distinction is that its punitive with the government trying to dole out punishment by legislation (rather than passing a general law and then punishing people who later violate it).

But this might only be a borderline case as a bill of attainder, and typically the government gets away with borderline cases.

OTOH in addition to being a bill of attainder, its also an ex post factor law.

(And... if levied from say Jan 1 rolling forward... not ex post facto either.)

If the law effects income from before its passed its ex-post facto. They could try to prevent NEW bonuses using this law.
