As for ending loopholes that would be good if done in the context of lowering rates, but he wants to raise rates. Also while he's talking about closing some loopholes he's creating other loopholes and targeted breaks.

As for bolstering enforcement, well there is some good from that, but it also amounts to expanding the extent the IRS hassles people in borderline cases, or sometimes even when they have really solid cases that they don't owe the taxes the IRS claims. I suppose tighter enforcement along with lower rates, simpler taxes, and reform of the IRS would be a good package, but that's not the package Obama's offering.
