Sorry, dummy. It was ALWAYS counted as part of the deficit. Always. It was never counted as part of the president's budget proposal because that's how we fund our wars.

As I explained here yesterday it is being counted in Obama's budget SOLELY as a way to trick the American people.

By eliminating consistency in treatment within the president's proposal they have been able to claim that the budget was "cut" when in fact it was increased hugely.

It is accounting trickery for the ignorant. That I have pointed it out here multiple times and you are still confused is evidence.
