When I couldn't get through to my broker because of busy telephone lines Friday noon, that told me that the no matter how they expand the communications services, when it hits the fan there are many investors who are going to be absolutely killed because of those delays. And like collars on the exchanges to slow down the process, some restrictions may be legislated in the future which would prevent you from selling your mutual fund position or IRA or whatever without some severe penalty like taxing it at the highest rates...

In that way, the 1/3 or so of the public who is now investing in the markets will have pause for thought before dumping their holdings. IMHO, this will be one way which will be seen as a way of heading off the crash AFTER the NEXT crash.
