This article was from the April issue, when WCII had hit bottom at around 10. Still, the article says:

"The market evidently sees some value in this approach. WinStar, the most prominent wireless CLEC, is trading at a value of about $1 billion against roughly $60 million in revenue."

Apparently the market sees a whole lot more value in this approach now.
